All Russians remember the fires that have happened in our country in recent years as a result of the uncontrolled burning of dry grass. Entire villages, many houses burned down in the Orenburg, Ryazan, Kostroma and other regions. Hundreds of people were injured. According to Greenpeace, five to six thousand houses are burned down from dry grass in Russia every year. The government had to adopt a separate program to help the victims of the fire. And that's not all the damage. Hundreds, thousands of hectares of forests burn down, and, as scientists note, as a result of such fires, the botanical composition of herbs is significantly depleted - the most delicate plants die. And, in addition, millions of insects, birds and their nests with chicks perish, animals that did not manage to escape from the fire burn out. People who are caught in the fire or are involved in extinguishing it also die. The losses are very large.

For several years now, our editorial office has been cooperating with the information department of the Rosselkhoznadzor Administration for the Kostroma and Ivanovo regions. They report on the dangers of various quarantine plants that may enter Russia. And the other day a letter came, signed by the deputy head of this department S. V. Leonov and the deputy head of the department of state land supervision V. V. Uvarov, who warn about the danger of grass bursts and their consequences. The culprits of the fires can now receive serious punishments. We offer a letter to the attention of our readers, because we will all go to summer cottages and garden plots in the spring. And you need to be aware of the consequences of thoughtlessly burning dry grass. It is better to collect it and put it in compost heaps.

“With the onset of spring, the rightholders of agricultural land widely use the mass burning of vegetation and plant residues, the so-called agricultural burns.

Decree of the Government of the Russian Federation of November 10, 2015 No. 1213 "On Amendments to the Fire Regime Regulations in the Russian Federation" prohibits the burning of dry herbaceous vegetation, stubble, crop residues on agricultural land and reserve lands, making fires in the fields

With the signing of this resolution, the problem at the legal level can be considered solved. But this does not mean that the issue has been settled. If you do not take action against those, through whose fault agricultural land is overgrown with weeds, weeds, Sosnovsky's hogweed, then the ban on burning dry grass will not change anything.

Practically the only effective way to deal with grass burns is to prevent them. In this regard, the Rosselkhoznadzor Administration for the Kostroma and Ivanovo regions considers it necessary to remind once again of the harm caused to nature, the economy, health and life of people grass burns and their consequences.

Due to their rapid spread, grass fires are often the cause of fires in settlements, forests and peatlands. As a result of the fires, almost all living organisms living in dry grass or on the soil surface die.

And the most terrible consequence of such fires is the death of people!

We hope that the above arguments will serve as a basis for a complete rejection of at least deliberate burning of dry vegetation. And one of the ways to reduce grass fires, and, consequently, to mitigate the damage they cause, is the use of agricultural land for the production of agricultural products, the implementation by the right holders of land plots of mandatory measures to protect land from overgrowing, which will lead to a decrease in overgrown land, and how as a result, the possibility of the occurrence and spread of fires will decrease.

For failure to comply with the established requirements and mandatory measures to improve, protect land and protect soil from wind, water erosion and prevent other processes and other negative impact on the environment that worsen the quality of land, part 2 of Article 8.7 of the Code of Administrative Offenses of the Russian Federation provides for administrative fines:

  • for citizens in the amount of 20,000 to 50,000 rubles;
  • for officials - from 50,000 to 100,000 rubles;
  • for legal entities - from 400,000 to 700,000 rubles."
